The notion of ECO Postal Administration was conceived in 1982 to meet the training and development needs of managerial cadres of Pakistan Post Office Department and Postal administrations of fellow developing countries seeking technical assistance from the Government of Pakistan.
The project was jointly sponsored by the Government of Pakistan, the United Nations Development Programme and the Universal Postal Union. The Government of Pakistan funded the construction of college and hostel buildings. It also committed to providing managerial, instructional and support services.
The United Nations Development Programme and the Universal Postal Union assisted Pakistan Post, under their project, "Pak/82/009-Modernization of Postal Training Facilities in Pakistan". It offered audio-visual equipments along with a printing press. The UNDP also provided two micro buses and demonstrated its resolve for capacity building by offering significant number of overseas fellowships to Postal Executives from Pakistan.
The ECO Head of the States and 20th meeting of the Council of Ministers (COM) held at Baku, Azerbaijan on October 15, 2013 in which Pakistan was participated by President of Islamic Republic of Pakistan took the following decision regarding establishment of ECO Postal Staff College.
"The Council approved the Pakistan Postal Staff College, Islamabad as ECO Postal Staff College and its Statute, as an affiliated body of the ECO, in line with recommendations of the 5th Meeting of the ECO Postal Authorities (Islamabad, June 2009) and the 21st RPC Meeting (Tehran, May 2011). The Council called for early operationalization of the ECO Postal Staff College and welcomed the offer of the Islamic Republic of Iran and the Republic of Turkey to lend support to College in organizing training related courses."
ECO Postal Staff College has a beautiful purpose-built campus. It includes adequate number of class-rooms, a seminar room, syndicate rooms, and a cafeteria. The college also maintains a well-stocked library and has sufficient number of rooms for administrative and support services. ECO Postal Staff College has a digital library which is linked with Higher Education Comision digital resources through wide area network. This Digital Library is also linked with other national and international Digital Libraries for research work. ECO PSC also has one of the finest auditorium in Islamabad, it is very well equipped and has the seating capacity of 100 plus to cater wide range of conferences and workshops. The college campus is centrally air-conditioned and has backup power supply facility.
In order to meet the growing needs for more space, class rooms and language laboratories, ECO PSC has added another floor to its main building. This addition of added space has allowed ECO PSC to diversify and expand its training activities.
ECO PSC Hostel is a modern building reflecting beauty, comfort and homeliness. It provides residential facilities to 40 trainees on twin sharing basis. It also has guest rooms for visting facultt, warden's residence, dining hall, T.V lounge and a drawing room. Its grassy lawns are spacious and well-maintanied. The hostel is WIFI enabled.
The hostel rooms have recently been refurbished and renovated. The ECO PSC Management has also approved plans to construct additional rooms for trainees and provide facilities for indoor sports.
